About the Position: You will serve as a U.S. Army Criminal Investigation Command (USACIDC) action officer for implementation of the Freedom of Information Act (FOIA) and Privacy Act (PA) programs.
Duties
Utilize FOIA/PA to ensure documents requested are able to be released in accordance with law.
Develop case files for each request for proper documentation according to organizational guidelines to support the mission.
Conduct research on new and updates U.S. Operational Codes to ensure most up to date codes are used to help support overall mission.
Utilize knowledge of Law Enforcement activities, procedures, investigative techniques and policies.
Interpret legislation regarding the release of information and represent the Command in subject matter issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to complete a SF-312, Classified Information Nondisclosure Agreement (DA).
- Must sign DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position is subject to random drug testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience is defined as:
GS-9: One year of specialized experience equivalent to the GS-07 grade level which includes, but is not limited to: assist in ensuring timely and accurate processing of disclosure requests, reviewing and analyzing organizational records; and perform research to answer requests and/or questions.
GS-11: One year of specialized experience equivalent to the GS-09 grade level which includes, but is not limited to: ensuring timely and accurate processing of disclosure requests; conduct research of U.S. Codes, directives, and regulations to prepare reports; and develop case files for each request.
GS-12: One year of specialized experience equivalent to the GS-11 grade level which includes, but is not limited to: ensuring timely and accurate processing of disclosure requests; consult with legal counsels to resolve conflicting issues; develop case files for each request; and provide recommendations for appropriate actions on each request made.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
Education
Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
GS-09: Master's degree from an accredited university, or have at least 2 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)
GS-11: Ph. D or equivalent Doctoral degree from an accredited university, or have at least 3 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)
GS-12: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at this level.
Combining Education and Experience:
GS-09: Having some specialized experience (as described in the GS-09 qualifications), but less than one year; and more than one year but less than two years of education as described in B. The total must be at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-11: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
