The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Ensure full range of understanding of continuity requirements have been conveyed to and coordinated with the Deputy Director of National Intelligence Requirements.
Ensure that intelligence supporting Continuity of Operations, Continuity of Government and Enduring Constitutional Government is available and shared with all appropriate IC personnel.
Evaluate the IC's efforts to build and sustain a continuity capability against existing requirements.
Develop programs, personnel, budget and training to ensure the continuation of mission in the event of an emergency.
Prepare an annual "state of the mission", report in writing to the Director of National Intelligence for their assigned mission areas.
Develop national intelligence and preparedness policy to support mission requirements, as need.
Recommend to the Assistant Director National Intelligence/Chief Information Officer changes in their policies and procedures necessary to ensure appropriate information sharing with regard to continuity of operations.
Collaborate with IC partners to ensure that resources are properly arrayed to address continuity requirements identified in existing policy.
Meet the mission and enterprise objectives of the National Intelligence Strategy or other national level guidance documents.
Recommend the transfer of personnel, funds, or additional resources, across the IC to improve efficiency of effectiveness of intelligence activities against their assigned missions.
Track all tasks to the IC elements in a manner in which the National Intelligence Mission Manager Board periodically can review the type and quantity of tasks.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Qualifications
Mandatory Requirements:
Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a
collaborative work environment across the ODNI, IC and mission partners.
Demonstrated ability in program management to include identifying and prioritizing needs, assess situations, and develop processes improvements with recommendations for implementation.
Demonstrated knowledge of and experience with resiliency focused activities in continuity, risk, emergency management, watch operations, capabilities integration and/or test, training and exercise programs.
Demonstrated ability to communicate complex technical information, both verbally and written, in a clear, concise manner that that can be understood by a diverse non-technical audience with different perspectives, objectives and priorities.
Demonstrated ability to build, empower and encourage a diverse group of people with different backgrounds, perspectives and skillsets to work collaboratively and communicate as a team.
Willingness to become proficient in a broad range of resiliency focused knowledge, skills and abilities in continuity, risk, emergency management, watch operations and test, training and exercise.
Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Ability to work effectively in a team or collaborative environment with a diverse group of people from different backgrounds, perspectives and skillsets.
Willingness to be recalled around the clock for continuity and emergency management operations.
Professional certifications focused on continuity and/or emergency management OR the ability to earn a professional certification within 12 months of assignment.
Desired Requirements:
Five or more years of experience conducting resiliency focused activities that directly support continuity, risk management, emergency management, watch operations, capabilities integration and/or test, training and exercise programs for a government or private organization.
Demonstrated superior ability to supervise, develop and mentor employees, write performance reviews, Individual Development Plans and other employee focused processes.
Bachelor's degree; and
Graduate degree.
