This position is located with Office of Assistant Secretary-Indian Affairs, Associate Chief Information Office, in Reston, VA.
Duties
Direct program and strategic operations planning and projects on education technology information systems and enterprise.
Serve as Senior Advisor on program management and develops, implements strategic plan for executives, managers, and stakeholders on Information Technology (IT) program plans, objectives, policy, and business operations.
Manage organizational project/program resources, budget management, and financial analysis and reporting, related to personnel administration to support IT programmatic and administrative operations, resource management and support services programs and impact on education technology systems information and delivery systems.
Coordinates organization planning, policy, and decision-making regarding legislation, information technology standards, policy and improvement criteria for development, implementation and maintenance of IT programs.
Manages short- and long-range strategic planning and activities for multi-year plans for IT program administrative functions and resources, and IT support and performance measurement, workforce objectives, quality improvement and internal controls, analytics, and reporting tools.
Provides advice and counsel to staff, interviews, selects candidates for positions and handles personnel actions, resolves issues, complaints and handles disciplinary actions. Ensures training is provided, handles leave approvals, awards process and adheres to the provision of Equal Employment Opportunity.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Comprehensive program management experience assessing, configuring budget and financial management in support of Information Technology systems program management and infrastructure. Analyzing regulations, directives, policies, and guidance to determine impact on the Agency information technology program objectives. Develop and update policies and procedures for existing and new programs and systems and compliance with Federal and Agency requirements. Develop, update, and maintain policies and procedures, plans and assessment report, plans of action and milestones, Incident Response Plans, and Contingency Plans
