The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

Ensure full range of understanding of continuity requirements have been conveyed to and coordinated with the Deputy Director of National Intelligence Requirements. Ensure that intelligence supporting Continuity of Operations, Continuity of Government and Enduring Constitutional Government is available and shared with all appropriate IC personnel. Conduct executive governance of the IC's ability to maintain a comprehensive and effective continuity capability through Continuity of Operations (COOP), Continuity of Government (COG), and Enduring Constitutional Government (ECG) programs. Establish a shared vision of mission resilience for the IC through unity of effort and a common understanding of threats and risks. Identify and mitigate risks and shortfalls to the IC's continuity capability through innovative and collaborative testing, training and exercises. Represent ODNI's continuity and mission resilience functions at in-person meetings, interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees, and during times of crisis requiring 24/7 coverage. Strengthen enduring resilience against no-notice threats and hazards by modernizing continuity plans and procedures to capitalize on technological advancements and better integrate a geographically dispersed workforce and diverse infrastructure. Support integration of mission resilience activities to ensure the IC is capable of supporting national decision-making authorities during any emergent threat or catastrophic emergency, including those with little to no advance warning. Evaluate the IC's efforts to build and sustain a continuity capability against existing requirements. Develop national intelligence and preparedness policy to support mission requirements, as need. Collaborate with IC partners to ensure that resources are properly arrayed to address continuity requirements identified in existing policy. Meet the mission and enterprise objectives of the National Intelligence Strategy or other national level guidance documents. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Serve during a continuity event (e.g., emergency, crisis, catastrophe) without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. This position is designated as Mission Essential.

Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners. Demonstrated ability to provide leadership, oversight, and guidance to the effective management of complex projects; demonstrated ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive project plans; demonstrated ability to estimate costs and other resources using quantitative analysis to project requirements. Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the ability to manage human, financial, and information resources. Demonstrated ability to balance responsibilities among program/project activities; demonstrated ability to manage transitions effectively from task to task, adapting to varying customer needs, or ongoing emergencies. Demonstrated ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization. Demonstrated ability to lead and manage capabilities, including that ability to effectively direct taskings. Demonstrated skill at supporting policy development. Demonstrated ability to observe, measure, and evaluate outcomes against goals and objectives and direct the development and implementation of solutions and/or organizational changes. Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues. Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
