YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position is located within the VISN 20 Managerial Cost Accounting & Analytics Office at Vancouver, WA. The incumbent is a member of the project team responsible for the maintenance of Managerial Cost Accounting (MCA) System for all medical centers in VISN 20.

Duties

Major duties include, but are not limited to: Preparing travel authorizations for travel by GOV, Rental Car, POV, Airline, Train, etc. Reviewing Travel Orders and applicable Federal Travel Regulations ensuring regulations are met. Maintaining all travel fund control point records Verifying appropriate costing to Control points, cost centers and BOCs. Auditing Accounting level Budgeter (ALB), Department Cost manager (DCM), Clinical Cost manager (CCM) and Daily Cost Resources Profiler (DCR) on a monthly basis. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements requirement within 30 days of the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position applicants must have held a GS-05 position or higher in the Federal service or have previously held a Federal non-GS position equivalent to the GS-05 or higher for at least one year. For a GS-09 position applicants must have held a GS-07 position or higher in the Federal service or have previously held a Federal non-GS position equivalent to the GS-07 or higher for at least one year. The grade may have been in any occupation, but must have been held in the Federal service. Submit SF-50(s) that clearly show your time-in-grade eligibility with your application materials. If you have not held a GS grade at any time in the past 52 weeks, are a Wage Grade employee, or are eligible for a non-competitive appointment such as VRA or Schedule A, this requirement does not apply to you. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-07: Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-05. Examples of specialized experience include but are not limited to: Maintaining appropriate data collection systems for the distribution of costs. Performing data entry and retrieval of financial information into/from databases. Making travel arrangements from basic information from the traveler such as itinerary, stated preferences, destination and times. OR, Education - One (1) full year of graduate level education OR superior academic achievement(TRANSCRIPTS REQUIRED). An academic year of graduate education is the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. For the GS-9: Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-07. Examples of specialized experience include but are not limited to: Auditing and certifying travel vouchers. Reviewing credit card usage to ensure travel cards used with policy. Maintaining travel fund control point records, verifying costing appropriateness of control points, cost centers, etc. Researching source systems and documents to verify the accuracy of managerial cost accounting data. Checking the effect of cost and productivity changes on the underlying reports. Tracking and auditing labor mapping changes and clinic utilization. OR, Education - Successful completion of a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related to this position. (TRANSCRIPTS REQUIRED).OR, Combining Education and Experience - Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only graduate education in excess of 1 year of graduate level education may be used to qualify (TRANSCRIPTS REQUIRED). You will be rated on the following Competencies for this position: Analytical ThinkingTechnical CompetenceTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical effort such as standing, walking, bending and sitting. There are no special physical demands. Work is performed in an office setting involving everyday risks or discomforts. Standard safety precautions are required.
