This position is located in the Supplemental Labor Management Office (NSP), Supply Chain Services (NS), Chief Administrative Office (N), Bonneville Power Administration (BPA).
A successful candidate in the Management and Program Analyst (COR Function Business Analyst) position will serve as a an analyst, advisor, and project manager to support the planning, organizing, initiatives, activities, projects, and studies for BPA's Professional Contract Officer Representative (COR) program.
Duties
As a Management and Program Analyst (COR Function Business Analyst), you will:
Support the development and implementation of a Contracting Officer's Representative (COR) program including long-range strategies, planning, policy formulation, and direction and evaluation activities.
Serve as a subject-matter expert regarding COR program certification development, overseeing change management, monitoring compliance, and monitoring updates to existing policies and procedures that impact CORs.
Interpret terms and conditions of service and technical contracts in order to effectively serve as a COR and/or support a COR.
Lead as a technical expert in committees and working groups for resolving critical problems in existing BPA programs requiring innovative solutions.
Facilitate COR performance tracking and submission of data on a periodic basis and provide other reporting as needed.
Performs a full range of business analyst functions for the Professional COR project including studies, and operational analyses.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized Experience for this position is defined as: (1) Supporting the planning, organizing, and conducting of organizational programs, initiatives, activities, projects, and studies to improve the efficiency, effectiveness, and productivity of a Professional Contract Officer Representative (COR) program that support an organization's missions and objectives; (2) tracking internal operations and program management in areas such as operational metrics, performance tracking, strategic planning, business planning, process improvement, and the implementation of such activities.
