The primary functions of the Pharmacy Services IV Program Manager are to develop, organize, and manage the Intravenous Admixture and Sterile Compounding program at the Richmond VAMC in compliance with all applicable laws and regulations. Thorough knowledge and understanding of various governmental regulations, including FDA, DEA, and the Joint Commission, pertaining to the practice of pharmacy is required along with standard operating procedure manuals, and Central/National office directives.

DUTIES INCLUDE BUT NOT LIMITED TO:
The incumbent is required be able to demonstrate knowledge of current pharmacy laws, regulations and accreditation standards related to the distribution and control of schedule and non-scheduled drugs and pharmacy security. The incumbent responsible for resolving a variety of questions posed by physicians, nurses, coworkers and patients related to drugs, pharmacy services and departmental policies and procedures. Must be able to interpret VA, federal and state regulations, Joint Commission, DEA, FDA, hospital and Pharmacy Service polices, and be able to apply the same to given situations.
The incumbent must have the ability to communicate orally and in writing to both patients and health care staff. The incumbent must have the ability to exercise sound judgment in a variety of situations and refer matters of policy making to a supervisor. If the incumbent has access to printed and/or electronic files containing sensitive information in the performance of official duties, all information or data must be protected under the provision of VHA Directive 1605, "VHA Privacy Program," dated March 17, 2008, and other applicable laws and regulations. The incumbent is responsible for, 1) protecting that information from unauthorized release or from loss, alterations, or unauthorized deletion, and 2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the Computer Access Agreement and VA policy memorandums.
The incumbent is responsible for all activities and functions generated by the IV section on a day to day basis and providing supervision and continuity to this area. He/she coordinates the safe, effective and timely delivery of IV admixtures and supplies for administration to the patient.
The incumbent ensures the efficiency and quality preparation of product along with proper utilization of personnel, equipment and space in this area.
The incumbent directs the training and orientation of pharmacists, technicians and students to the IV admixture program and annually coordinates competency in this area for existing staff.
He/She directs the establishment of procedures for the extemporaneous compounding of any specialized IV dose forms required.
The incumbent is responsible for monitoring IV related quality assurance programs such as timely delivery of thrombolytics, IV wastage, and prevention of potential admixture medication errors.
He/she ensures strict adherence to the application and monitoring of appropriate aseptic technique for staff involved in the preparation of IV admixtures. The compounding of IV admixtures also requires a specialized body of knowledge involving compatibilities and stabilities of parenteral drugs in various solutions.
The incumbent monitors proper cleaning and documentation required for laminar flow hoods, Automix compounder, and general IV room area. He/she also monitors sterility testing of IV products as deemed appropriate by the Infection Control Section.
The IV manager will also review the Pharmacy IV policies and procedures on an annual basis and update as needed. All revisions or updates will be immediately communicated to the applicable pharmacy staff.
By the end of the calendar year, provides training opportunities for all pharmacists and technicians in aseptic technique (using growth media aseptic technique validation protocol every 6 months), and pharmaceutical calculations IV, Chemo and age-specific competencies (annually). Reviews modules and updates as needed annually prior for distribution to staff for testing.
?????Serves as clerkship coordinator, preceptor and role model for pharmacy students during their rotations.
Provides accurate and adequate orientation and explanation of policies and procedures regarding IV Admixture program and PI program to pharmacy employees (including students and volunteers).
Reviews and identifies training and education needs of pharmacy employees and provides training needed to carry out the mission on the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree programs; today the sole degree is Doctor of Pharmacy) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEF iBT).
Licensure: Hold a full, current, and unrestricted license to practice pharmacy in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards for their program area.
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
A sustained record of contribution and commitment to pharmacy, as defined by ASHP.

The full performance level of this vacancy is GS-13.
Physical Requirements: The incumbent must be able to perform all activities of the position without restriction. This position involves: Must be in overall good health. The work requires standing, walking, moderate lifting and carrying of items. The work also requires the use of fingers, the ability to read without strain (far vision correctable in one eye to 20/20 and 20/40 in the other), and the ability to hear (aid permitted).
