You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of the Navy (DON), Civilian Benefits Center (CBC), and Retirements Services Division of OCHR NORFOLK OPERATIONS CENTER.

Duties

You will serve as a subject matter expert regarding the following program areas: FERS, CSRS, Special Retirement Provisions under FERS/CSRS for LEO/FF/ATCs, NAFI, FERCCA, USERRA, FEHB, FEGLI, FEDVIP, FLTCIP, FSA, and the TSP. You will be responsible for updating CBC internal SOPs for CBC Retirement and Benefits Divisions, review new regulations and DoN/DoD instructions to provide revisions for SOPS and propose new policy guidance for DoN community. You will serve as DoN liaison with DoD regarding special retirement coverage and advise activities on special retirement coverage (LEO/FF/ATCs) to prepare DoN packages for approval or disapproval; You will troubleshoot complex retirement, pay, and benefits issues for DON federal employees.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience working with settlement agreements, EEO, and MSPB cases to advise and coordinate with the employee, command representatives, HRO, and OCHR to complete actions and corrections to FEHB, FEGLI, TSP, and retirements. - Experience managing special retirement programs to ensure employees meet requirements for special retirement coverage for LEO/ FF/ ATCs, NAFI, FERCcA, USERRA, FEHB, FEGLI, FEDVIP, FLTCIP, FSA and TSP. - Experience utilizing Defense Civilian Personnel Data, Payroll Systems, and Automated Benefit Systems, such as (DCPDS/ DCPS/GRB Platform) or similar systems to process updates to benefits information, resolve benefits and retirement issues, process personnel actions for benefits related transactions, prepare retirement estimates and deposit/ redeposit/ post-56 calculations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
