The primary purpose of this position is to serve as the senior level specialist in a branch in the Headquarters, Air Force Services Agency, a Field Operating Agency, providing enterprise-wide guidance, program quality control and standardization, nonprofessional technical guidance, staff assistance support, and centrally-developed program oversight.

Duties

Duty 1: Provides strategic and nonprofessional technical guidance as well as seasoned consultive advisory services throughout for assigned, multiple MAJCOMs and other specialists in AFSVA on the effective use of Services programs to support goals and objectives and produce results that accomplish missions for the agency and assigned commands. Duty 2: Conducts and/or leads studies to improve Services programs and/or influence policy changes for assigned multiple MAJCOMs that typically involve long-range, highly complex, and often politically sensitive topics. Duty 3: Performs evaluation of a full range of programs at assigned commands and subordinate wings/installations and develops and executes improvement/enhancement plans. Duty 4: Reviews actions of NAF Councils approving expenditures for entertainment, equipment, and furnishings to ensure efficient use of funds; reviews construction and renovation project plans submitted for APF and/or NAF funding. Duty 5: Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with assigned MAJCOMs' leadership, supervisors, customers, and co-workers; may conduct or leads conferences.

  • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-50 months as determined by the Career Field Manager
  • Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment
  • This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled
  • Employee may be required to travel by military and/or civilian aircraft in the performance of official duties
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. Mobility augmentee duties must be available to support mobility or readiness center operations in an exercise or contingency situation

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing enterprise-wide guidance, program quality control and standardization, nonprofessional technical guidance, staff assistance support, and program oversight. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Service programs, and the common types of the in effect in state and local governments, carried out at the installation level and in local communities. 2. Knowledge at the expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Service programs and resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation, bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and admin policies and procedures across a major military command or comparable organization to conduct studies. 5. Knowledge of appropriated and nonappropriated fund programming processes, practices, and procedures to justify and recommend budget submissions. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
