The Program Manager is encouraged to develop innovative solutions to accomplish the Division's mission set and goals, including use of new program management software and processes. The Program Manager will be challenged to support the stand-up of an ACAT III Program Office in the sustainment phase with the establishment of new processes and developing a roadmap. The Program Manager will be responsible for coordinating program requirements, schedule, and financial status, with program stakeholders including Department of Energy partners, while ensuring mission objectives are successfully accomplished on-time and safely. The Program Manager will advise program leadership of status while proactively managing program risks. The Program Manager will integrate team activities, including contractor support personnel, for optimal performance.
KNOWLEDGE AND SKILLS:
Acquisition Program Management knowledge and experience including:
Experience in managing acquisition contracts and Military Interdepartmental Purchase Requests (MIPRs) (desired)
Experience with requirements development and management
Experience in program planning, scheduling, and risks management
Experience in managing projects for cost, schedule, performance and risk
Ability to integrate and lead in a team environment with multiple stakeholders
Ability to prepare and present program briefings at tactical and leadership level
Ability to communicate both verbally and in writing, clearly, concisely, and with technical accuracy
Growth mindset and critical thinking skills to advance the division's mission
Knowledge of continuous process improvement strategies

- Required to obtain and maintain a Top Secret security clearance
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

- Required to handle and safeguard sensitive and classified information with regulations to reduce potential compromise.
- Position has been designated an acquisition position and is covered by the Acquisition Professional Development Program (APDP). APDP Program Management Practitioner level must be obtained within 48 months.
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position.
- Employee is expected to meet Continuous Acquisition Education requirements and remain current on Continuous Learning Points (CLPs) following certification.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work overtime.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
