This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Study Manager and the Alternate Designated Federal Officer (ADFO), located in Arlington, VA.

Duties

Serves as the Study Manager and the Alternate Designated Federal Officer (ADFO). Assists with planning and executing conference events for quarterly plenary sessions of the ASB. Participates in teleconferences and other virtual or in person meetings in order to meet Federal Advisory Committee Act (FACA) requirements. Supports the Senior Analyst in reporting on the efficiency of the study team and any identified problem areas concerning the team. Ensures security clearances are sent as needed by coordinating with the ASB security manager. Serves, in support of the Senior Analyst, as a liaison between the study team, the Executive Director, and the ASB staff.

  • This position involves 51% or more of its time spent in direct support of acquisition positions.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized/General Experience: To qualify based on your experience, your resume must describe three (3) years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes conducting research on various topics from open and classified resources; assisting leadership in executing team assignments; preparing data to pass security clearances; coordinating administrative duties, such as: travel, conference events, conducting site visits and/or preparing meeting agendas, minutes, and briefing slides; and collaborating with Senior Executive/General Officers on various administrative duties. OR Education Substitution for Experience: Four-year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. (Note: You must attach a copy of your transcripts). You will be evaluated on the basis of your level of competency in the following areas: This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-02 of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. This position is a TERM position. It is time-limited and may be extended up to a maximum of 8 years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
