As a Management and Program Analyst with the Gateway Program, you will serve as the Contracting Officer's Representative (COR) for the Gateway Habitation and Logistics Outpost (HALO) contract with Northrop Grumman, and as the Program Planning and Control (PP&C) deputy for the HALO Project. The HALO Project is responsible for developing and delivering the first habitable component of the Gateway lunar space station and integrating with the Power and Propulsion Element prior to launch.
Duties
Monitors contractor performance and delivery of the products and/or services. Reports all related technical and management problems to the Contracting Officer.
Performs audit, surveillance, and insight in accordance with plan to ensure receipt of the quantity and kinds of services required by contract. Assures proficiency and compliance with the contract by review and verification of work performance.
Assists management to ensure that the contractor complies with the defined Statement of Work or specifications included in the contract.
Reviews and evaluates the contractor's progress in relation to expenditures and identifies any disparities indicating excessive or deficient funding.
Performs technical/engineering evaluation of all contractor proposals and recommends disposition to NASA Contracting Officer.
Recommends to the NASA Contracting Officer, any changes desired in scope or technical/engineering provisions of the contract, with justification.
Oversees business operations functions and ensures financial stability and solvency (including financial, budget, contracts, assessments, cost estimating, schedule management, configuration and data management, and governance functions).
Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Evaluating objectives, plans, budgets, schedules, cost estimates, associated risk or resources to assess the technical or budgetary progress of project performance;
Overseeing the work of contractors to monitor performance and ensure compliance with contract requirements;
Performing program/project management which may include project formulation, implementation, technical, or schedule management within contracts.
