This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves in the G8 Section of the U.S. Army 20th Chemical Biological Radiological Nuclear Explosive (CBRNE) Command, a Major Subordinate Command level organization. The 20th CBRNE Command exercises control over units located throughout a large geographic area.
Duties
Provide planning guidance, technical direction and assistance to program functional managers and subordinate staff.
Advise activities on preparation and submission of applicable functional program input.
Develop resource strategies, cost estimates, and analyses of resource considerations.
Develop organizational input for inclusion in the 20th CBRNE Command's Programming and Budget submission to Headquarters, Department of the Army (HQDA).
Develop and recommend the implementation of objectives and policies/plans for supported programs in accordance with established standards.
Conduct analyses of program impacts resulting from resource adjustments.
Use automated systems to develop monthly/ongoing financial reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Financial Management Level 2 Certified position. The incumbent is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position requires travel at least 25% of the time
- Must obtain and maintain a Secret security clearance
- This position is subject to a one year probationary period.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Specialized Experience:
One year of specialized experience equivalent to the GS-09 level in the Federal service which includes
1) Analyzing budget for all procurement; AND
2) Provide guidance and technical direction to managers; AND
3) Generates transactions for funds distribution.
OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add two percentages.
GS-12 Specialized Experience:
One year of specialized experience equivalent to the GS-11 level in the Federal service which includes
1) Reviewing expenditures by examining account records to ensure compliance with regulations; AND
2) Developing procedural guidance on budget requirements to meet program requirements; AND
3) Applying legislative mandates and policies affecting budgetary processes to formulate budget estimates; AND
4) Generating transactions for fund distribution using automated financial systems.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
