The position serves as the Deputy Associate Director of Shared Services, directing the work of a group of analysts in the implementation and maintenance of a comprehensive program of budgetary policy and control for the various appropriations accounts for the Department. The incumbent is an analytical expert in the program development and planning, in budget formulation, execution, justification, and analysis for segments of one or more Treasury headquarters accounts and offices.
Duties
As the Deputy Associate Director of Shared Services, the incumbent shares fully in the duties, responsibilities, and authorities of the Director of Shared Services:
Assisting in directing and managing the office in carrying out the Department's policy and operational responsibilities involving program development and budgetary activities and decisions, as well as the day-to-day responsibilities of the Office.
Provides technical assistance and advice to decision makers on budget formulation, resource planning and execution issues, developing, reviewing, and/or submitting standard budget execution documents and reports, and monitoring obligations and expenditures to ensure compliance with the regulations set forth by the Department, OMB, and Congress.
Directs appropriated and non-appropriated funds, revolving funds, cooperative agreement funds, and program-related contract funds
Sets up initial budgets to support one or more accounts or offices, made up of several activities and internal costs; as well as making accommodations for reorganizations, and budgeting by object class.

Specialized Experience: Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following:
- Experience reviewing completed appropriation documents for accuracy, soundness, and persuasive influence; AND
- Experience compiling reports on budget formulation/execution and budgetary resources following reprogramming guidelines and procedures; AND
- Experience supervising the formulation, execution, funds control, and allocation requirements for various appropriation accounts; AND
- Experience maintaining the accounting structure for appropriation accounts
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for at least 52 weeks.
