About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Civilian Harm Mitigation, Research and Analysis, Task Force in Crystal City, Arlington, Virginia.

Duties

Serves as the Intelligence Research Specialist for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR), Civilian Protection Center of Excellence (CP CoE), in coordination with Headquarters, Department of the Army (HQDA). Serves as the strategic intelligence subject matter expert (SME) working within the Research and Analysis Division of the CP CoE. Civilian Protection Center of Excellence (CP CoE) serves as the hub and facilitator of Department-wide analysis, learning, and strategic approaches for civilian harm mitigation and response (CHMR) during military operations. Recognized authority and key advisor to Civilian Protection Center of Excellence (CP CoE) senior leadership on all matters of strategic intelligence-based analysis as it relates to CHMR. Interacts with U.S. Government officials and military leaders, and with intelligence and security organizations, to foster increased awareness and support of the DoD’s broader Civilian Harm Mitigation and Response (CHMR) efforts. Advises the CP CoE leadership on the U.S. Intelligence Community’s (IC) role in the development and execution of the U.S. National Security Strategy, and how these relate to the DoD’s broader CHMR efforts. Serves as a CP CoE SME on the nature of threats facing the U.S.; evaluates the National Security Strategy for addressing those threats, and the role of the IC in support of that strategy. Conducts thorough research of strategic all-source intelligence and open-source literature with CHMR implications and their broad cultural, political, economic, and public policy contexts. Provides strategic intelligence support with emphasis on CHMR considerations to the DoD to include combatant commands, Services, Defense Agencies, Civilian Environment Teams (CETs), Allies and Partners, and relevant civilian CHMR communities. Translates national security strategy into intelligence strategies for incorporation into policy development efforts and theater-strategic plans and operations. Conducts strategic intelligence futures work to project adversary technologies, organizations, doctrine, and the operational environment the DoD will confront in the next 30 years.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

Specialized experience is defined as experience formulating civilian harm mitigation and response reports to incorporate into intelligence analysis; AND providing intelligence information briefings to inter and joint intelligence agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). You will be evaluated on the basis of your level of competency in the following areas: Intelligence PolicyIntelligence Strategic PlanningUnderstanding Intelligence Data Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
