This position is located at Bureau of Engraving and Printing, in the Office of Equal Opportunity and Diversity Management. As an Equal Employment Opportunity Specialist, you will be responsible for leading the Bureau of Engraving and Printing's (BEP) efforts in establishing and maintaining a model Equal Employment Opportunity (EEO) Program in accordance with the Equal Employment Opportunity Commission (EEOC), Management Directive (MD) 715.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As an Equal Employment Opportunity Specialist, you will:
Conduct data analysis on BEP's overall workforce profile, grade levels, mission critical occupations (MCO), applicant flow data, results of the comparison between accession and separations, complaints data and policies, procedures, and practices with the goal of identifying triggers for low participation or potential barriers to equal opportunity within BEP.
Assess BEP's EEO program areas to determine if in compliance with the six essential elements of a model EEO Program or if there are program deficiencies that require correction.
Develop, establish, and monitor strategic EEO plans and activities for execution across BEP to improve and advance BEP's EEO Program posture.
Assist in implementing BEP's diversity, equity, inclusion, and accessibility (DEIA) initiatives and execution of BEP's DEIA Implement Plan under BEP's Strategic Plan and Human Capital Plan.
Perform EEO pre-complaint processing which includes conducting interviews and advising aggrieved persons about EEO complaint process and the avenues of relief, including Alternative Dispute Resolution (ADR).
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience:
Conducting a review to determine if there are policies, procedures, or practices that prevent certain groups from full participation or receiving equal opportunity in the organization; AND
Identifying if there are triggers to equal opportunity within the organization and conducting additional research and work force analysis to determine barriers; AND
Developing and establishing strategic partnerships to assist with implementing, executing, and assessing the effectiveness of the DEI (Diversity, Equity, and Inclusion) corrective active plan.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience:
Conducting a review to determine if there are policies, procedures, or practices that prevent certain groups from full participation or receiving equal opportunity in the organization; AND
Conducting work force data analysis, determining the appropriate benchmark (i.e. national, state, local, internal workforce data) for comparison, and identifying if there are triggers to equal opportunity within the organization.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
