This position is located in the Department of Homeland Security (DHS), USCG, Commandant, Civil Rights Directorate, Office of Civil Rights Operations (CG-00H-21), Washington, DC.

Duties

As an Equal Employment Specialist, which is organizationally defined as the Civil Rights Zone Manager, you will be serving as the functional subject matter expert and program administration, providing civil rights services for respective region/zone location. Implementing policies and compliance for the Coast Guard's military equal opportunity (EO) and civilian equal employment opportunity (EEO) programs with mission responsibility for insuring compliance with equal opportunity laws, Executive Orders, Government-wide policies and regulations, and Commandant EEO/EO Instructions throughout their multi-state area of responsibility.

Requirements

  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary period may be required.
  • Must be a U.S. Citizen or National.
  • Time in Grade requirement must be met by the closing date of the vacancy.
  • A copy of your most recent performance appraisal.

Qualifications

To qualify for the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include: Interpreting and applying current Federal Equal Employment Opportunity (EEO) regulations, statutes, executive orders, court decisions, and dispute resolution processes; AND Processing EEO complaints, including conducting EEO counseling; AND Promoting and utilizing Alternative Dispute Resolution techniques to resolve complaints of discrimination; AND Drafting and preparing written documents related to EEO and civil rights; AND Providing advice, guidance, and assistance to customers on civil rights program policies and procedures. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
