This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties.
The primary purpose of this position is to facilitate the EEO complaint process during the informal and formal stages. In addition, other purposes include: supporting one or more DHS Component EEO offices; reviewing, developing, and recommending DHS HQ EEO policy and procedures to ensure EEO in employment practices.
Non-BU: This is a non-bargaining unit position.
Duties
As a Equal Employment Specialist, GS-0260-12/13, your typical work assignments may include the following:
Processing individual and class complaints of employment discrimination filed by employees and applicants.
Identifying, evaluating, and recommending EEO interventions to management to resolve complex interrelated EEO issues; and,
Developing and presenting training and informational programs on existing and evolving EEO issues to make managers, supervisors, and employees aware of EEO rights, responsibilities, and requirements.

Requirements
- You must be a U.S. citizen to apply for this position.

Qualifications
SPECIALIZED EXPERIENCE 12:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in Federal Service or equivalent private sector experience, performing duties such as:
Processing individual and class complaints of employment discrimination filed by employees and applicants.
Identifying, evaluating and recommending EEO interventions to management to resolve complex interrelated EEO issues.
Developing and presenting training and informational programs on existing and evolving EEO issues to make managers, supervisors, and employees aware of EEO rights, responsibilities and requirements.
Substitution of education in lieu of specialized experience may not be used for this grade level.
SPECIALIZED EXPERIENCE 13:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in Federal Service or equivalent private sector experience, performing duties such as:
Managing and directing the activities of staff engaged in processing individual and class complaints of employment discrimination filed by
employees and applicants.
Identifying, evaluating and recommending EEO interventions to management to resolve complex interrelated EEO issues.
Developing and presenting training and informational programs on existing and evolving EEO issues to make managers, supervisors, and employees aware of EEO rights, responsibilities and requirements.
Substitution of education in lieu of specialized experience may not be used for this grade level.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
