About the Position: This position is for a Lead Contract Specialist with the Army Contracting Command located at in Aberdeen Proving Ground, Maryland, Fort Detrick, Maryland, and Natick, Massachusetts.
ACC-APG has multiple vacancies in the duty locations listed above.
Duties
Participate in negotiation conferences with senior Government officials and industry corporate officers.
Lead the team in identifying, distributing, and balancing workload and tasks among employees.
Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues.
Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded the particular project. (Pre-Award).
Perform contract management functions in accordance with Federal Acquisition Regulations and contractual agreements. (Post Award).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Must meet position requirements for Professional Contracting Certification within 36 months of entrance on duty.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment. A background investigation and credit check are required.
- Must submit of a Financial Disclosure Report OGE-450 upon entry into position and annually thereafter.
- The incumbent must be able to obtain and maintain a contracting officer warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- Business travel may be required up to 25% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit unofficial college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University).
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1) Formulates the negotiation strategy, such as preparation, coordination, and execution of memorandums that detail the terms, conditions, or pricing 2) provides advice or guidance in the development of acquisition milestones for contracted agreements; AND 3) Experience managing individual work assignments and/or milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
