You will serve as a GG-0132-14 Supervisory Intelligence Specialist, where you will perform the full range of supervisory and management functions as a Division Head in the OFFICE OF NAVAL INTELLIGENCE Analytic Tradecraft and Production Department (ATP N23). This position is located in Suitland, MD.

Duties

You will provide end-to-end intelligence cycle management for the Office of Naval Intelligence (ONI) enterprise in support of all ONI customers. You will manage a large diverse workforce which includes an Analytic Support and Tradecraft Branch and Foreign Disclosure Office (FDO) led by Team Leaders. You will plan and defend the annual budget, track Division expenditures, and create detailed budgetary reports using application software such as Excel, PowerPoint, etc. to document expenditures and obligations for funds. You will oversee contractual efforts for issues related to both on-site and off-site support to Production and Dissemination tools. You will provide necessary performance evaluations, mentoring, counseling, and other administrative support as required to assigned personnel. You will ensure all division personnel receive relevant training necessary for professional development and mission success and provide a safe working environment free of harassment, discrimination, and unfair practices of any kind.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Some travel may be required (within/outside U.S.).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Provide end-to-end intelligence cycle management in support of the organization's customers. 2. Execute the full breadth of direct technical and administrative supervisory responsibilities over employees. 3. Plan and defend the division's annual budget, track expenditures, and create detailed budgetary reports to document expenditures and obligations for funds. 4. Provide foreign disclosure policy, support services, analytic standards guidance & support, and oversight in accordance with organizational standards.
