Duties
As a Health Scientist, you serve as a subject matter expert and lead staff in the conceptualization of complex data analyses and the selection of specific technical methods and procedures for evaluations and assists staff with the statistical analysis of data documenting clients served and services delivered by Ryan White HIV/AIDS program grantees and providers.
Your major duties and responsibilities include:
Serving as a national expert in monitoring the effectiveness and impact of program-based interventions that improve health outcomes along the HIV care continuum for key populations living with HIV who experience health disparities.
Providing expertise and direction on the appropriate use of evaluation methods as well as other qualitative and quantitative methods.
Serving as a staff specialist in evaluation of HIV/AIDS service programs.
Preparing written materials of a scientific nature such as summaries or reports of study findings, scientific narratives, or progress reports on active grants.
Writing and presenting clear summaries of the findings and analyses to Bureau staff as well as the external community.
Preparing articles and reports presenting study results for presentation at national meetings of professional groups and for publication in peer reviewed scientific journals.

Requirements

BASIC REQUIREMENT:
EDUCATION: Bachelor or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A copy of your unofficial transcripts that show your degree awarded/conferred are required by the closing date of the announcement. Copies of diplomas are not acceptable as verification.
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: In addition to meeting the above education requirement, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Developing program evaluation strategies and guidance aimed at continuous quality improvement of HIV/AIDS program operations and outcomes.
OR
Collecting, analyzing, and synthesizing HIV/AIDS data and research from a variety of sources to inform decision making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (e.g., Ryan White, PEPFAR, etc.…); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, States, and local community-based organizations.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision-making.
SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
