The Supervisory Financial Administrative Specialist serves as a Supervisor of the Accounts Management department and reports to the Chief Financial Officer (CFO) in the organization. The Consolidated Patient Account Center (CPAC) is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Duties
The primary purpose of the position is to provide accounts receivable oversight and administrative supervision of those staff performing accounts receivable functions under the position's area of responsibility.
The Supervisory Financial Administrative Specialist is the technical authority and subject matter expert in the accounts receivable functions and advises subordinates in the Accounts Management department within the CPAC.
Accounts Management in the CPAC performs accounts receivable functions for 7-27 VAMC facilities and includes approximately 62-99 employees.
The work of this position often has an impact on the whole of CPAC given the nature of goals, collections, and denials in regard to the revenue cycle.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include:
1) Ensures maximum benefit payments are received from insurance companies and/or Third-Party administrators.
2) Identifies negative trends and develops strategies for improvement.
3) Tracks payer trending and coordinates with internal departments to resolve issues timely.
4) Provides guidance and direction for the proper course of action to follow to recover debts.
5) Provides advice, counsel or instructions to employees on administrative and technical matters.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at or comparable to the required grade level.
OR,
GS-09 Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
GS-09 Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position.
GS-11Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include:
1) Ensures maximum benefit payments are received from insurance companies and/or Third-Party administrators.
2) Identifies negative trends and develops strategies for improvement.
3) Tracks payer trending and coordinates with internal departments to resolve issues timely.
4) Provides guidance and direction for the proper course of action to follow to recover debts.
5) Provides advice, counsel or instructions to employees on administrative and technical matters.
6) Assigns work to subordinates based upon program priorities, subordinates' capabilities and assignment requirements.
7) Manages information and analytical systems to evaluate and enhance the quality of service provided to patients.
