You will serve as a Supervisory Project Manager in the Fleet Support Services Department of SUPSHIP GULF COAST.

Duties

You will evaluate contractors performance planning, scheduling, task execution and attendant management controls of the Planning Yards complex contracts. You will research, analyze, evaluate quantitative and qualitative data and metrics to determine the effectiveness of the contractors support in meeting program goals. You will coordinate government team efforts to monitor, review contractor financial, materials, engineering, plans, estimates, proposals for timeliness and accuracy. You will develop, maintain, monitor funds action plans by Fiscal Year Quarter for top level briefings to Program Manager and Program Managers Representative. You will conduct independent in-depth research and risk analyses to identify, quantify, evaluate mutual effects and inter-relationships between program goals and financial resources. You will maintain continuous liaison, dialogue with key contractor and business management personnel to ensure common knowledge of funding status and support required. You will perform annual and multi-year fiscal planning and analysis to ensure program funding is correctly aligned to sources. You will apply complex fact-finding, analytical problem solving methods, techniques to identify interrelated program problems, draw conclusions, recommend appropriate actions/solutions to improve program efficiency and effectiveness.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at the next lower pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector leading projects for a shipbuilding program by planning and scheduling project requirements (e.g., funding, material management, procurement, contracts, task assignments) to ensure efficient repair operations and budgetary compliance.
