This position will serve as an Information Technology Specialist (Internet) assigned to the Applications and Platform Service (APS) line and report to the Web Service Manager/Deputy in regard to duties, issues, technical aspects and customer relations. The position will work under the Web Services Office (WSO) and will be responsible for providing expertise, guidance, compliance and management of web sites around the agency.
Duties
Provides technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities, including systems/applications development and technical management of Websites and Content Management Systems.
Serves as a technical expert integrating technical and operational requirements. Applies cybersecurity principles (e.g., encryption, access control, and identity management) to reduce exploitation opportunities.
Serves as an IT Project Manager; manage development, integration, delivery, implementation, and maintenance of numerous Web-based software applications and Web sites supporting the Agency, its contractors, and the public.
Serves as Web Manager providing oversight of Web development across multiple centers. Works as part of the Web Modernization Team focusing on transitioning the Public facing websites to our new Content Management System (CMS).
Works with NASA IT customers to help onboard and promote Web Services across NASA centers. Works with customers to ensure business requirements are fully defined and incorporated into the APS Lean Agile environment using SAFE Principals.
Supports Web Service Office with oversight of contract management, budget reviews, strategic planning and contract performance input. Supports contracts on customer issues and resolution and acts as a technical liaison between WSO and NASA center.
Communicates with center level stakeholders and provides feedback and guidance on compliance issues and mandates handed down from security. Communicates information from centers to Web Services Managers for reconciliation.
Works in a team setting with other likeminded Web Managers to support the Web Services Office. Shares experience and insight by sharing knowledge gained from working with center level web application managers.
Requirements
- Position subject to pre-employment background investigation or higher level clearance. Investigation/Clearance may differ and be required based on the duties/location-NASA Center requirements.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Working with customers throughout the Information Technology (IT) lifecycle to execute at least two of the following: gather requirements, ensure compliance, identify solutions, or deliver services;
Identifying or translating functional requirements into technical requirements; and
Participating in Agile framework throughout the software development lifecycle.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
