The organizational location of this position is: AFELM U.S. CYBER CM CYJ3, FT GEORGE MEADE AIN, MD The primary purpose of this position is to: Serve as a matrix team member, planner, analyst, and subject matter expert (SME) in joint military operations planning to integrate capabilities in support of cyber operations (CO) during deliberate and crisis action planning.

Duties

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category is at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges shown includes local market supplement *** DUTIES Develops comprehensive plans, prepares operations annexes, and identifies/authors cyber options in forms that can be fully integrated into USCYBERCOM plans and Geographic COCOM support plans. Applies technical and functional expertise to perform duties as a planner. As a fires SME, actively engages with colleagues to communicate and advocate for the USCYBERCOM mission, operational plans, and overall strategies and to integrate optimized technical approaches into work plans, products, and services. Provides direct support and/or crisis action planning support to current operations in the execution of the Command's missions.

  • All new CES employees are required to complete a three-year CES trial period
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.

Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of cyberspace operations with demonstrated skill in program analysis and planning processes to translate anticipated cyber scenarios into technically effective and operationally responsive CO COAs, and to capture them in military/contingency and crisis action planning for cyberspace operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND Click on the following link to view specialized experience for this position: http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to translate anticipated cyber scenarios into technically effective and operationally responsive cyber operations (CO) courses of action (COAs), and document them in military/contingency and crisis action planning for cyberspace operations. Knowledge of and skill in applying the Joint Operation Planning and Execution System (JOPES) and Joint Operational Planning Process (JOPP), IAW JP 5.0, with emphasis on mission analysis, COA development and comparison, and plans/orders development. Broad knowledge of and demonstrated ability to apply knowledge of various aspects of DoD CO to plan, manage, and coordinate CO planning projects requiring collaboration with various internal and external components. Knowledge of Geographic Combatant Commander (COCOM) CO program roles and responsibilities, as well as COCOMs' use of IT assets to facilitate military operations. Ability to select from among, adapt, and apply quantitative and qualitative methods employed to assess the operational responsiveness, and efficiency and effectiveness, of military operations. Skill in communicating complex information concerning CO initiatives, both orally and in writing, to provide effective briefings and reports to senior leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
