Duties

Serves as the Human Resource Specialist (Employee and Labor Relations) in a Defense Commissary Agency (DeCA) HQ location. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are: Position responsibilities include: This position serves as a Human Resources (HR) Specialist in the Human Resources Directorate, Labor and Employee Relations Division. Responsible for advising and assisting DeCA' s managers, supervisors and employees on the full range of employee relations' issues. The assignments typically include matters related to conduct, performance, attendance, dispute resolution as well as performing some work that involves establishing and maintaining effective relationships with labor organizations representing Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters, including nontraditional collaborative approaches. Serve as an action officer and staff specialist responsible for management of existing programs and modification of such programs. Advise management in the labor relations area on the need to consult and/or observe the general bargaining unit agreements, labor organizations, bargaining unit status determinations, basic employee rights/privileges, principles of labor management, status of laws and regulatory requirements, and appropriate representation.

Qualifications

To qualify for the GS-9 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military. OR A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position OR A combination of experience and education that equals 100% of the qualification requirements. Volunteer Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume and supporting documents must show that you meet the qualifications for the grade level(s) for which you are applying. Examples of qualifying specialized experience for the GS-9: Review documentation prepared for negotiated grievance procedure and appropriate options. Participate with management in formal and informal union meetings. Attend classes or training on Employee and Labor relations. To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree. Examples of qualifying specialized experience for the GS-11 Advise and recommend options with supervisor assistance for negotiated grievance procedures and appropriate options. Prepare and advise with guidance and supervision strategic Agency options on behalf of managers/supervisors in mediation. Represent and engage management in formal and informal union meetings. To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-12: Prepare and issue draft correspondence dealing with disciplinary actions without supervisory guidance. Prepare and advise strategic options on behalf of the Agency for management officials. Serve as subject matter expert and technical advisor in support of the Agency when presenting before the Merit Systems Protection Board (MSPB, Arbitration, and EEO cases. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-09 position is GS-07. The next lower grade level for the GS-11 position is GS-09. The next lower grade level for the GS-12 position is GS-11. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

Education cannot be substituted for specialized experience at the GS-12 grade level.
