About the Position: Serves as a Budget Analyst within the Business Management Directorate, Contracting Operations Division, Resource Management, (G-8) with responsibility for programming and budgeting functions of Army Contracting Command Redstone's (ACC-RSA) assigned appropriations.
Duties
Provide analysis and evaluation of major appropriations legislation and funding throughout the complete Planning, Programming, Budgeting and Execution Systems (PPBES) cycle to ensure proper integration, data integrity and consistency in analysis.
Research and analyze programming and execution of major appropriations to present recommendations for requirements, fund realignments, burn rates, cost benefit analysis, and trend analysis.
Utilize PPBE databases and financial systems to provide impartial analysis and assessment of financial data for use by leadership and management officials for decision making purposes.
Remains in constant contact with related program and budget representatives within the Army enterprise to assure mutual understanding of objectives and proper interpretation of guidance, policies and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires Financial Management Level II certification within 24 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes planning, developing, coordinating and/or guiding budget-related programs; reviewing, editing, and consolidating annual and multi-year budget estimates through automated financial systems such as GFEBS; analyzing and evaluating changes in program plans and funding through automated financial systems such as General Fund Enterprise Business Systems (GFEBS); and providing guidance and direction to program directors in relating their objectives to funds available. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
