Human Capital Office Front Office COS
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting individual studies of major programs to develop the annual assessment plans, schedule, and implement internal control standard operating procedures. Prepares and assists in developing new assessment guide that contains detailed assessment methodologies and project milestones designed to determine compliance with applicable laws, regulations, and policies/procedures, effectiveness of internal control, and management of risks in human capital programs. Meets with top-level managers and executives within the Service to define risks challenges to programs and socialize annual assessment plan/schedule. May provide technical oversight, direction, training, and guidance to lower graded team members and managers in serviced organizations.
Plans and carries out independent assessments to manage HCO compliance and risk management program to reduce risk and improve compliance within the operations. Performs comprehensive reviews, process mapping and execute program analyses to evaluate and assess program/project effectiveness and provide recommendations to rectifies significant and high-risk areas, potential program issues and problems. Identifies actual or potential performance problems, emerging patterns, and new developments.
Researches applicable laws, regulations, policies, and procedures on human capital programs operations. Identifies and responding to risks and assessing the effectiveness of the system of internal controls in human capital programs. Gathers and documents sufficient, competent, and relevant information and data to provide the basis for assessment conclusions. Develops and employs innovative analytical techniques to assess the efficiency, effectiveness of human capital program operations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience leading small teams in the planning, conducting, and reporting on independent analytical study and assessment that evaluates the efficiency, effectiveness, risk and compliance in programs. Experience in providing technical oversight, direction, training, and guidance to team members, planning and carrying out independent assessments of program operations, preparing written comprehensive assessment reports, and briefing top-level management on assessment results. Experience applying a wide range of human resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures sufficient to provide comprehensive HR advisory services to management and assess program compliance.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
