About the Position: Serve as a Procurement Analyst program integrator for ACC-APG. Procurements involve research, development, initial production, product improvement, and related support services contracts and equipment. Procurements involve the use of sealed bidding and negotiated methods and result in contracts of all types authorized by law and regulations.
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Implements customer satisfaction for internal and external customers by offering contracting program solutions to assigned customers and integrating their enterprise requirements across the Contracting Center domain.
Works one-on-one with industry to find common solutions to common problems, streamline the acquisition process, promote partnering relationships, and foster innovation.
Plans, organizes, and coordinates the execution of programs involving the negotiation, award, administration, and termination of various actions, including long-term multi-million dollar programs.
Performs advanced procurement planning with various offices to gain approvals for the acquisition strategies and supporting documents for specific requirements.
Works with Program Manager (PM) offices to develop procurement packages by providing samples and templates and facilitating training.
Provides advice on acquisition strategies, trends, and policies for assigned programs; serves as the focal point of contact (POC) for activities related to the Army Futures Command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- Must be able to obtain and maintain a Secret clearance.
- May require a one-year probationary period.
- Position requires Financial Disclosure (OGE-450) upon entry into position and annually thereafter.
- Position requires a Contracting Officer Warrant Certification

Basic Education Requirement for 1102 Series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. TRANSCRIPTS ARE REQUIRED
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Experience advising contracting officers, management, and installation customers on matters relating to implementation and utilization of contracting policies and procedures; 2) Reviewing acquisition strategies, proposed solicitations, contracts, options to be exercised, task/delivery orders, and contract modifications for both simplified acquisition purchases and sealed bid and/or negotiated contracts; and 3) Compiling statistics and preparing reports on competition, trends analyses, socio-economic awards, EEO compliance, workload, etc.
All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered.
