About the Position: Serves as a Supervisory Human Resources (HR) Specialist over the CHRA Defense Health Agency (DHA) Center of Excellence (CoE). Provides management advisory services regarding the staffing, recruitment, and HR subject matter expert advisory work for designated occupations.

Duties

Participates in development of strategic and operational plans with top level managers and key operating officials of serviced organizations. Analyzes proposed changes in operations, assesses the impact on human resources program requirements, and advises or guides managers in the most effective human resources management. Develops information for and prepares special or recurring reports and studies relating to the total human resources program or specific areas for management use. Exercises human resources management responsibilities through a team of HR specialists and assistants for recruitment and placement subject areas. Keeps abreast of operating program developments to effectively assist management in discharging civilian human resources responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • One year supervisory probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
