You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Ordnance and Logistics Branch (E22), in the CAD/PAD Division (E2), within the Systems Engineering Department (E) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will lead a team of technicians, analysts, logistic management specialists, inventory management specialists, and personnel involved with supporting and sustaining Cartridge and Propellant Actuated Devices (CAD/PAD). You will determine methods to analyze and monitor costs; forecast budgets to ensure sound fiscal management; and assist higher level supervisor's in planning future requirements such as equipment, facilities and manpower. You will prepare written plans and reports and make presentations to interested parties on program/project status, problems, milestones, scheduling, cost, etc. You will be responsible for organizing, planning, assigning and directing new and on-going work to ensure program objectives are met, establishing goals and priorities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating and modifying logistical support requirements or objectives for the acquisition and sustainment of ordnance related or weapons products or services to meet logistical objectives for Department of Defense initiatives in support of an ordnance program.
