Duties
Monitor, review, and analyze the execution of approved activity and program budgets by subordinate activities within the Command.
Recommend reprogramming (transfers) of funds between accounts, budget activities, or programs to finance new and/or revised requirements.
Review financial and accounting reports to determine the amount and timing of funding and allotments to be distributed.
Conduct and participate in a variety of manpower studies, validate and analyze workload data collection for manpower requirement determination.
Analyze estimates for support agreements to ensure all costs are identified and properly documented.
Prepare a variety of reports covering status of funds, expenses, and obligations.
Utilize General Fund Enterprise Business System (GFEBS) to manage purchase requests and track obligations and expenses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Must possess or be able to obtain and maintain Financial Management Level II Certification within 1 year of entry on duty. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This is a TERM position scheduled to last 13 months. A term position may be extended to a maximum of 8 years depending upon the needs of management.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience required: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience assisting with analyzing and monitoring trends in the receipt, transfer between appropriations, obligation, and expenditure of funds.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This is an obligated position under 10 U.S.C 1586. An "obligated" position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances.
