You will serve as a Supervisory Financial Management Analyst in the Financial Management Department of NAVFAC SOUTHWEST.

Duties

You will perform analytical work, including the examination, verification, validation, and reconciliation of fiscal accounts. You will analyze, review and interpret financial execution data and resolve variances. You will provide query management and comprehensive excel/SABRS/SMARTS/CFMS/NAVY ERP (Command Financial Management System) reports to managers and supervisors in support of funds execution. You will develop spreadsheets, pivot tables, and financial analysis findings for use across the organization. You will utilize data analytic skills to analyze financial data in charts, graphs and tables. You will lead change, groups and teams to gain cooperation and respect. You will manage personnel and provide meaningful performance feedback, enact rewards and discipline. You will act as community manager by coaching and mentoring employees. You will develop, prepare, implement, maintain and assemble charts, management reports, briefs and narratives, statistical material, monthly key success factors, instructions, and standard operating procedures. You will ensure standard operating procedures and standard guidance for financial management processes are in accordance with FMR/FIAR requirements. You will serve as a financial management policy and technical consultant on all matters concerning the planning and execution of the overall fiscal laws and financial policy, process and procedures. You will perform and provide financial support in areas such as budget formulation, financial execution and fiscal policy interpretation for major programs. You will be proficient in the area of financial execution, with focus on the development of the program phasing and spend plans, expenditure and accrual forecasting/reporting and the use and limitations of multiple appropriations.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Specialized experience must demonstrate the following: 1) Implement internal controls and guidance on effective and efficient methods for the budgeting and execution of funds to support the organization's programs;2) Examine, verify, validate, and reconcile fiscal accounts using Standard Accounting, Budgeting, and Reporting System (SABRS), Command Financial Management System (CFMS), or another similar financial system;3) Analyze financial data in charts, graphs and tables to portray funds executions;4) Develop/use spreadsheets, pivot tables, and data analytic skills to analyze and present financial information/data;5) Present briefings, metrics, and provide financial advice and recommendations to customers and senior managers;6) Provide query management and comprehensive excel reports to manager and supervisors in support of funds execution from systems used to perform daily tasking;7) Lead others in researching, analyzing, and applying accounting, budgeting, and financial policies, regulations and guidelines;8) Manage current and prior year budget execution business transactions, including year-end close out;9) Review complex and unusual funding documents to verify data and accounting accuracy; and 10) Apply knowledge of budget execution concepts, principles, and practices to lead others in making financial management decisions.
