This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Budget Analyst position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors in the Business Management Division of Project Director Sensors - Aerial Intelligence, located at Aberdeen Proving Ground, MD.

Duties

Maintains records of funding, obligations, and expenditures for assigned programs Exercises control and surveillance over funding transactions, to ensure transactions are properly committed, obligated, and disbursed. Develops budgetary methods, procedures, formats, and techniques of analysis and presentation relating to funds management. Uses an automated accounting system to maintain overall control and execution of funds allocated in support of various PM activities. Researches audited transactions and gather substantiating documents for Audit samples.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field Business - Financial Management within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is a Financial Management Level I Certified position. This certification must be obtained within 24 months of appointment. Failure to obtain this certification within the required time may subject the incumbent to adverse action
  • This position requires temporary duty (TDY) travel up to 10% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized Experience is defined as experience with 1) Monitoring control of fund and budget execution, 2) Providing guidance on an organization's operating budget, mid-year review, execution review, and year-end closeout to ensure mission requirements are met; 3) Compile cost figures to be used in forecasting funding needs for the year. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01)..
