This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-JH54.
Duties
Serves as the lead Cyberspace Strategy and Policy Subject Matter Expert, providing expert advice, guidance, planning, development, and coordination for the Strategy and Policy Branch in support of JFHQ-DODIN.
Provides expert guidance and assistance to a wide range of personnel, organizations, and components engaged in one or more phases of information systems plans, programs, designs, developments, and procedures.
Monitors and reviews incoming directives, policies, doctrine, instructions from command, department, and national-level organizations for propriety and technical assessments of the impact on the execution of mission areas.
Manages strategy and policy related efforts supporting the analysis of operational and functional requirements of CCMDs, Services, Agencies, and Field Activities (CC/S/A/FAs) operating on the DODIN.
Leads strategic planning efforts; responsible for interpreting and analyzing local and higher-echelon policies, regulations, doctrine, and guidance for CC/S/A/FAs and other stakeholders which directly shape and improve operations and planning.
Leads JFHQ DODIN J54 initiatives to define tactics, techniques, and procedures, for division knowledge management requirements.
Develops and manages integrated strategic messaging requirements for JFHQ-DODIN.

In order to qualify for this position, you must meet the requirements described below
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in developing, analyzing, and evaluating IT cybersecurity policies and programs including long-range planning and strategy, goals and objectives, and milestones regarding the coordination and synchronization of IT cybersecurity operations.

Education
There is no substitution of education for specialized experience at the GG-14 grade level.
