The Medical Administrative Assistant or locally referred to as the Administrative Officer of the Day (AOD) is a management position, located in the Health Administration Services (HAS), whose responsibility is to represent the Medical Center Director and the Chief Health Administration on all administrative matters occurring when assigned to other than a normal tour of duty (weekends, holidays, evenings, nights or WHEN hours).

Duties

The Medical Administrative Assistant (MAA) or locally referred to as the Administrative Officer of the Day (AOD) serves as the Health Administration Specialist for the Black Hills VA Healthcare System. The MAA is a management position, aligned under the office of the Chief, Health Administration Service, whose primary responsibility it is to represent both the Medical Center Director and the Chief HAS on all administrative matters occurring when assigned to other than a normal tour of duty. Programs this position is directly involved with include Beneficiary Travel, Decedent Affairs, Bed Control, Urgent Care/ER Unit administrative support, Inter-facility Patient Transfers and Patient Referrals (from both VA and private healthcare facilities), Admissions, Veteran Eligibility, Means Testing, Patient Enrollment, and Scheduling. Major Duties listed but not limited to: Utilizes specialized experience in all administrative matters occurring when assigned to other than a normal tour of duty. Utilizes knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, Engineering, Environmental Management, etc. Administratively approves and coordinates administrative tests and procedures which cannot be done at medical center. Receives and responds to non-routine patient condition inquiries and other administrative inquires from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, Congressional offices, military personnel, private physicians, media, and the general public. Provides compassionate and sympathetic explanation of death and burial benefits to family and next of kin. Provides written and oral reporting of incidents involving beneficiaries, employees, as well as safety or other issues. Deals with a variety of individuals with tact and diplomacy. Provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), homicides, codes, cost recovery matters, and facility or community disasters, etc. Maintains current bed inventory; obtains bed availability for treatment needs. Oversees determination of applicant's eligibility, obtaining income and insurance information for appropriate non service-connected applicants. Provides technical advice to physicians regarding VA policies and procedures. Other duties as assigned. Work Schedule: Rotating shifts,Weekend, holidays, evening, nights. Position Description Title/PD#: Medical Administrative Assistant/ 20334-A & 20333-A Relocation/Recruitment Incentives: May be authorized for highly qualified applicants Permanent Change of Station (PCS): Not Authorized Financial Disclosure Report: Not required Bargaining Unit Position: Yes Physical Requirements: The work, while primarily sedentary, does require ability to walk, bend, twist, push/pull, grasp for various activities which include keyboarding, operating various equipment (phones, copier/all in one, etc.) walking through the medical center to nursing station or other areas. Maximum lift requirement is no more than 10 pounds at one time. Appropriate physical posture/positions are to be utilized when performing duties. Employee is required to have a valid driver's license as occasional travel for training, meetings or duty coverage. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 09/21/2023. Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to interpret and apply medical and technical terminology associated with position; experience with medical and administrative records systems; ability to apply corresponding computer menus, software and web data bases relating to processing data for admission and determining legal entitlement. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to interpret and apply HIPAA, Privacy Act and Freedom of lnformation Act requirements regarding release or disclosure of patient information; experience in VA/VHA supported programs, software and hardware to include Veterans Information Systems and Technology Architecture (VISTA), Computerized Patient Record System (CPRS), Eligibility System (ES), VISTA Scheduling Enhancement (VSE), and others both hardware and web based; ability to apply safety and fire prevention rules and regulations, of facility and community disaster plans and procedures, of emergency plans for work areas throughout the medical center. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-06 & GS-07 level.
