About the Position:This position is in the Naval Medical Center Office of Dir. of Resource Management, Financial Mgmt., San Diego, California. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.
Duties
Responsible for analyzing system requirements and making changes in programs currently in use.
Establish and implement policies on administration and personnel management and training and utilization.
Delegate authority to subordinate supervisors or functional leaders and holds them responsible for the performance of their organizational elements.
Research regulations, directives and other pertinent sources to analyze and recommend changes to the program.
Interpret and apply guidelines from higher headquarters. Sets up accurate accounts receivable systems for the Third-Party Collection Program.
Account for subsistence furnished on other than inpatient delinquent and non-collectable accounts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 05% of the time.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Specialized Experience: One year of specialized experience which includes solving difficult and complex situations in the areas such as Medical Services Account (MSA), Third Party Collection Program (TPCP), and Medical Affirmative Claims (MAC) programs; control, accounting, reporting, and processing of actions relative to hospital services. such as marketing program to evoke understanding of the programs from the professional/clinical staff, or from the insured patients.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
