About the Position: The US Army Tank Automotive and Armaments and Command Material Systems Organization is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles. With a focus on developing current and future systems is leading the production and management of all combat vehicles for the Army.
Duties
Oversees development and implementation of systems configuration management and procedures in support of Security Assistance automation operations.
Oversees financial and budgetary activities in support of Security Assistance programs and general operations.
Oversees the program management, logistics, and acquisition efforts of assigned FMS programs.
Develops and analyzes Security Assistance policies and procedures for the execution of Security Assistance programs.
Identifies and resolves major problems relating to requirements or situations preventing matters in support of Security Assistance programs.
Supports an understanding of the Command's Affirmative/EEO Program; ensuring EEO principles are reflected in all aspects of personnel management.
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel and/or instruction to subordinates on both work and administrative matters.
Exercises full authority as a member of the pay pool management, in assessing contribution and preparing statements of duties and experience for Demonstration employees.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Life Cycle Logistics) certification within 48 months as of entrance on duty.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification- SC Life Cycle Management Advanced Certification Level- 5 years. (SC423).

Specialized Experience:
Applicant must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) level in the Federal Service which includes: 1) Identifying and resolving major problems relating to requirements or situations preventing matters in support of Security Assistance programs; 2) Conducting appropriate cost analyses to validate the product support strategy for a foreign military sales program; 3) Developing appropriate performance metrics for product support arrangements and product support functions; 4) Directing the development of life cycle product support documentation for assigned projects; 5) Overseeing financial and budgetary activities in support of Security Assistance programs and general operation; and 6) Assessing organizational strengths and weaknesses and supporting open relationships, team building, feedback, and related productivity factors.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
