You will serve as a PROGRAM ANALYST in the Housing Program division of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will provide analysis of operations and management of Housing to ensure compliance with policies, regulations, and program objectives or goals. You will provide policy/program development and financial management expertise including resource planning and development on a wide range of complex management processes, systems and mission support programs for the Navy’s Housing programs You will develop budget preparation guidelines for identifying requirements, capturing data, formatting data, analyzing proposed expenses and submitting to Navy Housing finance team. You will draft correspondence and instructions for signature concerning all matters related to Navy Housing training and management. You will identify, prepare and coordinate all improvement projects for the HLC.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing policies and program development, financial management, and resource planning to support housing programs; 2) Developing information management resources to enhance effectiveness and efficiencies in program operations; 3) Implementing, directing, and coordinating management programs for housing while providing recommendations to management for future program objective and improvements; 4) Developing persuasive and concise proposals, position papers, briefing statements in support of housing programs; 5) Analyzing and evaluating the effectiveness of housing program operations to meet established goals and objectives on a quantitative/qualitative basis; and 6) Preparing and presenting information, hearing statements, and presenting other correspondence to higher authority.
