You will serve as a Management and Program Analyst in the Center for Information Warfare Training (CIWT) of CENINFOWARTRA PENSACOLA FL.
Salary Range for GS-12: $82.830-$107,680
Salary Range for GS-11: $69,107-$89,835
Duties
You will provide comprehensive management and support services on a broad range of workforce management functions for personnel regarding civilian/military workforce programs, requirements and functions.
You will be responsible for coordinating all civilian/military manpower authorizations and manning requirements throughout the command domain worldwide.
You may perform duties in the areas of, but not limited to, recruiting, staffing, military manning, manpower changes, onboarding, transfers, promotions, resignations, separations, reinstatements, probations, and equal opportunity issues, etc.
You will collect, verify, enter, retrieve, and present recurring and ad hoc, workforce data and information through various correspondences, and methods.
You will provide program liaison, consult, and advisory services.
You will provide program analysis and process improvements.
Requirements

Qualifications
Qualifications for GS-12 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing workforce, functions, reorganization/realignment, organizational structuring, position management, and manpower utilization; 2) Advising and assisting on a variety of personnel issues, programs, policies and procedures for staffing, recruiting, military manning, position management and other military personnel matters; 3) Analyzing manpower and personnel problems to develop solutions, and new approaches, concepts to resolve issues, and/or make recommendations; and 4) Providing organizational analyses and methods that track, coordinate & monitor ongoing personnel actions, utilizing data systems to identify billets/positions and associated funding requirements.
Qualifications for GS-11 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing support services for workforce management; 2) Reviewing manpower documents to identify and/or establish billet/positions; 3) Analyzing manpower and personnel problems to develop solutions and resolve issues; and 4) Utilizing manpower/personnel data systems to develop, retrieve, and provide program services for a complex organization.

Education
The GS-11 has substitution with education available as follows:
I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
