About the Position: Serves as the Contract Management Support Officer within the Army Support Activity, Resource Management Office, Joint Base San Antonio-Fort Sam Houston, Texas, with the primary responsibility to manage in the development and identifying near and long-range plans to meet Installation Management Command's service contract requirements.
This is a TERM Position NTE 2 Years.
This is an Obligated Position.
Duties
Serve as a liaison/point of contact between Army Support Activity (ASA) and other government/civilian activities for various management studies/projects involving Joint Base San Antonio (JBSA).
Establish policies and procedures for a servicing activity agreement program.
Responsible for Inter-service/Intra-government Support Agreements, Memorandum of Agreements and Memorandums of Understanding.
Analyze established agreements to assist with mission changes, support requirements, and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This is an Obligated position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes monitoring contracts performance; Experience in providing identifying near and long-range plans to meet installation needs; Familiar with researching and assembling information for various reports, Ability to track reimbursable funding; Appropriately and actively engages in acquisition planning and management programs. Experience with Inter-service/Intra-governmental Support Agreements (ISSAs), Memorandum of Agreements (MOAs), Memorandums of Understandings (MOUs), and tracking reimbursable funding associated with established agreements.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
