You will serve as a HUMAN RESOURCES SPECIALIST (HRD) in the M&RA DIVISION of HQ US MARINE CORPS.
Duties
You will assist in the development and implementation of policies, processes, resources, and tools that support strategic human capital planning and management efforts.
You will interpret guidance and ensures the implementation of SHCP/M efforts is in accordance with OPM, Department of Defense and DON requirements, and Marine Corps culture and mission requirements.
You will consult as a strategic advisor with Community Leaders and Managers, Commanders, HROs, and Command workforce development officers, ensuring guidance, resources, and tools are relevant, understood, and utilized to the greatest benefit.
You will perform quantitative and qualitative analysis of various workforce demographics and career management data to develop and propose new and updated policies and programs.
You will represent the Marine Corps to DoD, DON, other services, industry, and academia at conferences, in-process reviews, training programs, working groups, informational briefings, or other examples of sharing expertise.
Requirements

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing quantitative and qualitative analysis of various workforce demographics and career management data to develop and propose new and updated policies and programs useful to furthering talent development regulatory guidance and policy in the areas of strategic human capital planning and management and career management and talent development.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in the development and implementation of policies, processes, resources, and tools that support strategic human capital planning and management efforts.

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the GS-11 position based on education OR equivalent combination of experience and education as follows:

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the GS-09 position based on education OR equivalent combination of experience and education as follows:

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
