This position is located in the USDA, Agricultural Research Service (ARS), Center for Medical, Agricultural and Veterinary Entomology (CMAVE), located in Gainesville, FL.
In this position, you will be providing technical and analytical support to assist the USDA/ARS/CMAVE Center Director and Administrative Officer and the location leadership in the management of business functions in support of these internationally and nationally recognized research and support programs.
Duties
Provides technical and analytical support required by the location's management team for planning and coordinating the business management activities for the location.
Provides technical and analytical support for all phases of budget formulation, execution, and administration.
Develops program performance measures and cost accounting for indirect and support services across the location.
Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative needs and special problems which may be encountered in processing such requests.
Assists CD in planning and executing outreach activities with stakeholders and customers.
Assists the Center Director (CD)/Administrative Officer (AO) in providing advisory service through the formulation and implementation of administrative management policies, procedures, operations, goals, and objectives.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience formulating administrative management policies, procedures, operations, goals, or objectives; advising management on human resources laws, rules, or procedures; serving as the point of contact for program, department, or office; and providing program support or oversight for travel, budget, HR, agreements, or procurement of supplies and equipment.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees may include Business, Business Management, or Human Resource Management.
OR
A combination of specialized experience and graduate education as described above.
