You will serve as a HUMAN RESCOURCES SPECIALIST (MILITARY) in the TOTAL FORCE MANPOWER AND PERSONNEL, FLEET PERSONNEL DISTRIBUTION of COMMANDER US PACIFIC FLEET.

Duties

You will be responsible for manning plans and personnel requisitions and associated priorities for more than 110,000 enlisted billets across approximately 1,200 units. You will provide authoritative direction regarding the placement and distribution of enlisted personnel and associated policies and procedures to Navy Personnel Command (COMNAVPERSCOM), Fleet and Type Commanders, and Regional Commander Staffs. You will serve as the technical expert on all aspects of the military personnel force management program, requiring experience in complex automated personnel systems. You will be responsible for the conduct of component-wide analyses on the effectiveness and efficiency of the Navy Personnel Distribution System and Personnel Manning prioritization. You will analyze, evaluate and develop military personnel manning programs, distribution methodologies, and placement and career management programs. You will develop methodologies for reshaping and implementing processes for manning of the Naval Force, delivery of personnel support and conduct of HR planning and staffing issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing enlisted military personnel management operations; developing or modifying Navy military manning policies or practices; analyzing the assignment and distribution of enlisted billets; and recommending improvements for optimal naval fleet personnel readiness.
