Duties
Develops and manages legal metrology training strategy, provides technical assistance for type evaluation of devices, trains, guides and directs national and state efforts to advance weights and measures programs, and help set direction for the Office of Weights and Measures (OWM) training program. Serves as a national expert advisor to national standards committees and work groups on weighing and measuring professional development and training on devices, practices, and standards. Develops training content that describes complex regulatory issues based on expert knowledge of device technology and commercial applications. Develops and delivers training on weights and measures device technology, inspection, and practices.

Qualifications
Basic Requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to the above basic requirements: Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST) in the federal service. Specialized experience is defined as experience (1) applying legal metrology laws, regulations, standards, and test procedures during field inspection and testing and/or type evaluation of commercial weighing and measuring devices; and (2) providing training and technical assistance to a variety of audiences, such as U.S. federal government and industry representatives; national metrology institutes, designated institutes and other international organizations; weighing and measuring device owners and operators; weighing and measuring device service personnel; consumer advocacy groups; and the general public.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
