About the Position: This position serves as a Budget Analyst with 189th Infantry Brigade, S-8 located at Joint Base Lewis-McChord, WA.
This is a TERM appointment Not to Exceed (NTE) 13 Months but may be extended up to a total of eight years.
Duties
Plan, coordinate, and develop basic procedures and policies for the implementation of the Brigade's decentralized program budget system.
Perform resource management functions associated with planning, management, execution, administration, control, and analysis of resource requirements for a variety of elements of the Command.
Exercise daily fund control and resource management through accounting, budgeting, and management financial reporting programs integrated with and designed to promote efficiency and economy in execution of the Brigade's missions and operations.
Ensure adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed.
Provide technical and/or administrative guidance, assistance, and instruction to lower graded military and/or civilian staff assigned to assist in carrying out budgetary functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Term position scheduled to last 13 Months. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Financial Management Level 2 Certified position designated.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in the formulation and development of budgets utilizing General Fund Enterprise Business System (GFEBS) or other Federal Budget Systems; using automated Defense Travel System (DTS) Program or other Federal Travel systems and preparing or assisting in the preparation of data summaries and developing budget related supplemental instructions and guidance.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Public Administration, Business, Community Planning, etc. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
