This position is located in the Department of Veterans Affairs (\/A), Veterans Health
Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salem VA
Medical Center (VAMC), in Salem, VA, within the Fiscal Services.
Duties
MAJOR DUTIES
Program Management, Analysis, and Improvement
Serves as a consultant to the Medical Center for Patient Care Services, Service Chiefs,
and clinical and non-clinical staff, providing guidance and recommendations and
monitoring the implementation, management, and evaluation of VERA oversight
programs in order to ensure that the programs meet the required standards and/or
criteria. Executes responsibilities through analyses, coordination, planning,
administration, development, interpretation, delegation, and the use of good judgment.
Serves as a principal advisor to management on highly complex internal and external
issues involving the VERA program. Also serves as technical authority in interpreting and
applying guidelines and formulating policies.
Knowledge Required by the Position.
Mastery of management and organizational analysis principles and practices, both
qualitative and quantitative, sufficient to analyze and measure the effectiveness,
efficiency, and productivity of administrative, technical, and clinical programs.
Comprehensive knowledge of the mission, organization, and work processes of
healthcare systems management sufficient to develop, implement, monitor, and maintain
the VERA Optimization Program, Diagnosis Related Group (DRG) assignments, 3rd party
insurance reimbursement optimization Medical Center Allocation System (MCAS),
Inpatient Evaluation Center (IPEC), Resource Intensive Treatments (RITS), and other
various facility reports.
Complexity
Work assignments require the incumbent to conduct studies that involve an extensive
range of activities and processes. Studies may cover a wide variety of work operations
occurring at various Medical Center levels. The work assignments and projects typically
involve the study of work processes or functions that are interrelated throughout the
Medical Center. The boundaries of the work assignments are difficult to determine in
advance due to their complex nature. The incumbent must be alert to changes in external
review requirements and must be able to thoroughly analyze existing programs and
resources in order to recommend changes, new techniques, or modifications in current
organizational structures. The incumbent is involved in the gathering and interpretation of
considerable amounts of data, identifying problems/concerns, and developing
recommendations to resolve substantial problems. The work assignments are often
complicated by continuing changes within service lines and programs throughout the
Medical Center, technological advancements, and complex regulatory requirements. The
work results in the creation of new or substantially modified business operations and/or
evaluation criteria for the assessment of the Medical Center's management and operating
programs.
Customer Service
Meets the needs of customer while supporting VA mission. Consistently communicates
and treats customers (veterans, their representatives, visitors, and all other VA staff) in a
courteous, tactful, and respectful manner. Provides the customer with consistent
information according to established policies and procedures. Handles conflict and
problems in dealing with the customer constructively and appropriately.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to use analytical techniques and abilities in support of the VA programs a; provides operational support; and performs structure maintenance for the VISN and/or Medical Center. OR,
Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or 2 full years of progressively higher level graduate education that demonstrates the competencies necessary to perform the duties of this position. OR,
Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements: Work is primarily sedentary and requires long periods of time working and keyboarding at a computer work station. It may involve some walking, standing, bending, or carrying of small items such as files, books, and papers.
