The primary purpose of this position is to serve as an Information Technology (IT) Project Manager responsible for applying technology, project management processes, and systems integration management to communication computer system architectures. Air Combat Command (ACC), 16th Air Force, 688th Cyber Space Wing (CSW), 690th Cyber Operation Support Group (COSG), 690th Intelligence Support Squadron, OL-B (ISS), Plans and Resources (SCX), Joint Base Anacostia-Bolling (JBAB), Washington, DC.

Duties

Performs duties as a Project Manager acting responsible for planning, executing, monitoring, controlling, and closing out projects and AF JWICS requirements. Applies configuration management principles to ensure hardware and software baselines are maintained and the Configuration Manager (CM) is kept informed of all changes made to those baselines. Provides guidance as a Customer Liaison with AF Intelligence Community (IC) customers and joint partners regarding AF JWICS requirements and projects. Provides Risk Management support, monitors project activities and resources to mitigate risk, and implements and maintains quality assurance processes.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.

Qualifications

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in enterprise architecture models, integration techniques, risk management, quality assurance, configuration, and program management. This includes knowledge of systems analysis, COMSEC practices, and Information Technology Infrastructure Library (ITIL) foundations. Knowledge of IT principles, methods, advancements, policies, systems concepts and systems analysis, design, development, testing and applications, both hardware and software. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organization's enterprise architecture models, integration techniques, procurement techniques and requirements; and knowledge of Information Technology Infrastructure Library (ITIL) concepts and state-of-the art and emerging technology. 2. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. 3. Knowledge of risk management, quality assurance, and configuration management. Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability. 4. Knowledge of Project Management concepts, principles, processes, and procedures as well as Federal Acquisitions Regulations with regards to procurement; and knowledge of contract procedures and limitations. 5. Skill in planning, organizing, leading, and managing multiple, IT projects simultaneously; including skill applying range of IT project management methodologies and approaches to manage projects, guide project participants, and ensure cost, schedule, and performance requirements. 6. Skill in interpreting, adapting, and implementing policies, procedures, and strategies governing the planning and delivery of services throughout the agency. Ability to communicate decisions orally and in writing to provide technical advice, guidance, and recommendations to management and users. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
