You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the Information Systems and Technology (ISaT) Directorate of NAVY SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will serve as the ISaT Business and Investment (B/I) Manager, as the overall accountability for IT procurement and cost transactions. You will serve as a project leader and senior technical advisor responsible for planning, developing, and implementing an integrated financial management plan for various Information Technology (IT) services. You will oversee the development of strategic plans assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff, and customers; and defining current and future business environments. You will provide a wide range of IT management activities including strategic planning, capital planning and investment control, workforce planning, policy and standards development, and resource management.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Directing strategic and tactical planning, workforce planning and development, budget formulation, IT project management and new technology integration. 2) Managing and overseeing projects involved with providing administration, operations, and management services to assigned functional programs. 3) Developing solutions which are derived within agreed upon schedules, incorporates a high degree of quality in products and services, and meets user requirements.
