You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the Navy Engineering Logistics Office (NELO) of NAVAL SYSTEMS MANAGEMENT ACTIVITY.
Duties
You will serve as the Information Systems and Technology (ISaT) Deputy Director as the principal advisor to the ISaT Director.
You will be responsible for assisting in the development of a comprehensive IT strategy to enable the Agency Sponsor’s strategic business objectives in support of business functions, mission operations, and overall warfighter support.
You will direct a staff of highly technical and administrative personnel engaged in a broad range of IT management functions crucial to the development, testing, integration, implementation, surveillance, diagnosis, and maintenance of IT initiatives.
You will direct IT strategy, operations, and sustainment services which guide and oversee the operations and transformation of Agency delivered IT services and support.
You will serve as the project leader and senior technical advisor responsible for devising, implementing, and overseeing the data and information management requirements of the Agency.
You will execute DON guidance for managing, directing, executing, overseeing, and implementing IT policies, strategies, and programs within the Agency.

- This is a Cyberspace Workforce position, work role code PROGRAM MANAGEMENT, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to your experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector as followed: 1) Experience and knowledge directing programs responsible for developing IT strategic direction and plans to enable and facilitate Enterprise business and mission objectives; 2) Experience and knowledge serving as the technical advisor for the introduction of new or enhanced technologies/information systems into the Command by performing analysis of Commercial Off-The-Shelf (COTS) software and Government Off-The-Shelf (GOTS) software products that will provide solutions to business and mission requirements; and 3) Experience and knowledge developing governance policies, procedures and technical aspects for the efficient operation of IT systems and applications.
